Meta Ads Manager is the console for creating and managing advertising campaigns across Facebook and Instagram.

Its structure is three levels: campaign sets the objective, ad set holds budget, audience and placement, and ad holds the creative. Understanding which level controls what is the difference between deliberate optimization and changing things at random.

The objective chosen at campaign level determines how the algorithm optimizes and cannot be changed later — the single decision with the largest effect on results.
